Penny Noyes, President & CEO, Health Business NavigatorsPenny has 18 years on the payer and MCO side of the healthcare industry. She now works with providers to ensure an even playing field. There isn’t a contract she’s seen where an improvement can’t be made – and she should know having negotiated thousands of deals involving every major payer, in every major market.
Since 1999, Ms. Noyes has been working with a variety of healthcare-related clients who required assistance with development of business strategies, improvement of reimbursement and collections, development and execution of marketing plans and collaterals, managed care contracting, patient satisfaction, and more. She has written their business plans, helped to execute those plans, renegotiated managed care agreements, provided market exposure, improved their revenue, and, most importantly, increased their bottom line. But, she’s been on the other side of the negotiating table too.
From 1995 to 1999, Ms. Noyes served as senior vice president of business development for a venture capital backed start-up, U.S. HeathWorks, a practice management company specializing in occupational medicine. She was responsible for acquisitions, marketing, managed care contracting, national account sales, pricing, outcomes research, revenue enhancement and reserve reduction.
Prior to that, she spent 11 years at Allmerica Financial, an $11 billion insurance and financial services company, where she was an assistant vice president. She built and operated their managed care division AMM; headed up product development for group health, life, disability and dental lines; managed all provider networks and utilization management; and was selected by PHCS’ 17 stockholder/carriers to represent them regarding policy and strategy at PHCS board of directors’ meetings. And, for the prior six years, Ms. Noyes was a leader in HMO sales and marketing for Blue Cross of Massachusetts.
